Manage API tokens from UI

Description

We have a secret API tokens UI available when holding alt in the Workspace menu:

The goal of this Feature is to make the UI production-ready and reveal the secret.

Operations:

See a list of active tokens
- ID
- 🦄 Created At
- Prefix
- 🦄 Last Used At
Generate a new User token
- maximum 2 active tokens per User to enforce Set rate limits for # of requests per timeframe in API, checked on backend
  - Error message: "We only allow 2 tokens per user due to rate limits: https://api.fibery.io/#request-limits"
- Generate token is disabled when there are 2+ tokens created, tooltip explains the limit
- Info on "You won't see this token again, please save it on your side" when a token is generated.
Revoke an existing token

Briefly explain what API token are and link to API docs.

How does a developer discovers token management? The tokens are per-User, not per-Workspace so it shouldn't be a part of Workspace settings. The current menu item looks alright.

Is token management limited to Admins? No, non-Admin devs can still do a lot with their tokens.

❓ Deactivate User → personal access tokens stop working → activate User → do token start working again?
